The truth behind those statements is that rental car companies like Triangle Rent A Car have nothing to do with the rental car taxes. Unfortunately state and local governments found a useful tool in rental car companies and as such force you to suffer the brunt of extra charges in the form of taxes up 20% to 40% of the total bill. The idea is that you being the renter are visiting the city then they, the agency or airport can justify using some of your money to help the city -- almost like a visiting tax.
Some of these rental taxes even are created from airports that didn't previously have fees. So you can imagine getting to your desired vacation or business location and then finding out you have to pay taxes on your rental that you were not expecting. It's easy to see why people think it's the fault of the car rental business.
Car Rental Taxes -- Where The Money Goes
Basically it goes something like this. Some of the fees that these agencies and airports charge relate to the cost of maintenance and building. For example renovations at the airport where the rental company is located. But there are other fees that go toward projects a rental car driver might never visit or see. Just to give you an example, you may be visiting a city that has plans to build an airport several years from now but you still end up paying $10 more for your rental to help build it. Or the money may go to the renovation of a downtown convention center or local venue that you may never visit.
What Can Be Done About Car Rental Taxes

Government agencies basically have decided that since you as a visitor, are not a voting taxpayer, you can be taxed for visiting. It's an utterly arbitrary notion and in the end it makes it worse for a car rental company like us trying to save you money when you visit one of the four states where we are located.
There is legislation on the table in the House of Representatives but that will take time and unfortnately will not help do anything to reduce the fees right now.
